​The “One Court of Justice” website provides a wide variety of information about Michigan courts, including resources for self-represented litigants, judges and court staff, attorneys, journalists, educators, and others. The performance measure here is the extent to which visitors find this site easy to use. The "prior" column is based on a survey conducted in 2011.  The website was updated in 2012, but SCAO does not survey web users on an annual basis.

​Community dispute resolution centers help parties resolve their disputes through mediation, as opposed to costly, time-consuming, and stressful litigation. We measure the impact of these programs by the number of cases mediated and the percentage of those cases that the centers resolve. Some cases may not be resolvable through mediation and we do not expect mediators to force a settlement, so we have a target of 70 percent of cases to be resolved through the centers. The data in the "current" column is from 2010; "prior" column data is from 2009.

​Virtually all disciplines and businesses use performance measurement: Imagine investors who do not provide return rates, surgeons who do not calculate survival rates, carmakers who do not measure fuel efficiency, or philanthropic foundations that do not measure outcomes. Similarly, courts can assess their own performance by using metrics; online dashboards made that information available to the public. The "prior" column shows data as of June 2012; the "current" column shows data as of March 2013.

​Electronic filing of court documents, as compared to paper filing, is quicker and more convenient for the parties, and allows courts to process filings more efficiently. The "prior" column reflects 2011 data; the "current" column is based on 2012 data.  Six counties and the Court of Appeals permitted e-filing in 2011. 

​The Judicial Data Warehouse is the state's central electronic repository for court records in civil and criminal cases. Courts contribute records and access those of other courts, making it easier to have the most current and complete informaiton about, for example, criminal offenders who may be facing charges in more than one courts. Judges, law enforcement, prosecutors, and state agencies can send inquiries to the JDW. The "prior" column reflects 2011 data; the "current" column is based on 2012 data. 

​Paying traffic tickets online is a convenience for the public – and it allows courts to save staff time and process payments efficiently. The "prior" column shows data as of April 2012; the "current" column shows data as of March 2013.

​Judicial Resources Recommendations

​Circuit, probate, and district courts in the same county often have separate administrators and staff. By consolidating administrative services, the courts save taxpayer dollars and increase efficiency.  As of March 2013, there have been no new unified trial courts in Michigan.
