National Center for State Courts (NCSC) Reports

In September 2013, the National Center for State Courts issued a report entitled Business Process Automation Case Studies. This document is part of the NCSC’s initiative to develop the next generation of standards for court technology. The Michigan Court of Appeals was chosen because of its high level of business process discipline and the implementation of these principles in its case management system.
“The Michigan Court of Appeals is as fine an example as we have found of business process discipline in the judicial branch, where court leaders have applied modern and innovative tools and techniques to operations management. The court has a culture of innovation and cooperation, along with a high level of vision and competence in its judges and staff. . . . Over time, the chief judges of the court have been supportive, staff has felt empowered, and everyone has worked together. It is a well-organized, well-run operation that is, to an outsider, quite extraordinary.”
At the invitation of the Court of Appeals, the National Center for State Courts conducted a study that assessed the Court’s operational efficiencies and use of technology. In July 2011, the NCSC issued a final report. The report’s bottom-line assessment was favorable, as summarized in the following paragraph.
"Our overall observations, based upon the information gathered during the site visits as well as from other sources, are that the Michigan Court of Appeals stands out as a well managed and smoothly functioning appellate court, especially in a period of shrinking budgetary resources. We were genuinely impressed with the dedication and commitment of the individuals with whom we met and their readiness to consider alternative processes and make adjustments to existing procedures. The Court uses technology effectively and has implemented several very good applications."

​2017 By the Numbers...

The Court of Appeals disposed 
of 91% of all cases, and 83% of opinion cases within 18 months.
 
The average time to disposition for all opinion cases was 444 days, or 14.6 months.
 
With 5,450 case dispositons, compared to 5,511 new case filings, the Court achieved a 99% clearance rate for the year. 
 
Opinions were electronically delivered to over 8,000 recipients through the Court's new e-Notification system, providing those individuals better service at a lower cost to the Court.
 
The Court's Mediation Program achieved a 40% settlement rate for appeals that completed the process.
