Technology Implementation Committee

 

The Technology Implementation Committee advises the Trial Court Services division of the State Court Administrative Office on advances in court-related technology and the legal and practical issues associated with the use of those technologies. The committee assists the State Court Administrative Office in addressing and implementing recommendations and mandates arising from the work of the Access to Court Records Committee established by the Supreme Court and the Judicial Crossroads Task Force created by the State Bar of Michigan in October of 2009. It also assists the State Court Administrative Office in achieving its plan for implementing technology in the trial courts by drafting and recommending, for adoption by the legislature and the Supreme Court, the policies, procedures, standards, and guidelines necessary to effectively employ these technologies.

 

Areas of focus include the use of technology as it relates to: 1) recording of proceedings, 2) electronic filing and access to records, 3) communications, 4) presenting evidence, 5) case file management, 6) filing systems and storage, 7) file retention and destruction, and 8) records media. 

 

Membership consists primarily of trial court judges, administrators, clerks, and information systems staff. During 2011 and 2012, the committee had three subcommittees for the following three areas: policy and procedure, guidelines and standards, and website technology. At its September, 2012 meeting, the committee voted to reformat the subcommittees to meet the evolving technology implementation needs of the judiciary over the next several years.  These subcommittees are: electronic filing, electronic document management, electronic transmission, courtroom technology, and web-based technology. Each subcommittee will be responsible for developing and recommending policy, standards, and guidelines associated with its particular area of technology.  Each subcommittee is staffed by  analysts from Trial Court Services and includes members from Judicial Information Systems and other divisions of the State Court Administrative Office as appropriate.
